PEBBLE BEACH, Monterey County, October 27, 2026. A contested 798-square-foot attached accessory dwelling unit (ADU) at 1170 Signal Hill Road is again before the Monterey County Board of Supervisors.
County records list the proposal as file 26-891 / PLN250292. The supervisors’ October 27 agenda describes an appeal by Sam and Betsy Reeves of the Chief of Planning’s July 27 permit approval, previously continued from September 29.
What makes this proposal more complex than a typical backyard unit?
In addition to the 798-square-foot ADU, the requested combined development permit includes 220 square feet of porches and terraces, a lower-level unconditioned crawl space and associated site work. The application involves development within 100 feet of environmentally sensitive habitat, construction on slopes greater than 30%, the removal and relocation of one Monterey cypress tree and work within 750 feet of a known archaeological resource.
These circumstances are listed in the county’s agenda. They do not establish that the project is illegal, or that the appellants’ objections have been accepted by the county.
Has the appeal been decided?
The agenda asks the board to consider the appeal and whether to continue the hearing, with an accompanying environmental-review determination for the continuance. The publicly available county meeting page has not yet posted final minutes; a final decision cannot be inferred from the agenda alone.
This is a separate property and planning case from a proposed habitat-conservation easement at 3270 17 Mile Drive, also covered by California58.
